Its state apparatus may be controlled by a dominant ethnic group to advance that group’s perceived interests, power, dominance and resources. Modern ethnocratic regimes may retain a limited democratic appearance while ethnicity, rather than citizenship, shapes access to power and resources. Oren Yiftachel introduced the theory of ethnocratic regimes in 1997.
