Tokyo, officially the Tokyo Metropolis, is Japan's capital and most populous city. Located at the head of Tokyo Bay in the Kantō region of Honshu, it is the country's economic center and the seat of its government and Emperor. Formerly known as Edo, it became the seat of the Tokugawa shogunate in 1603 and was renamed Tokyo after the Meiji Restoration. Its metropolitan government administers 23 special wards, western municipalities and outlying island chains.
