Before and during World War II, the Empire of Japan created puppet states and worked with nationalist movements and local regimes across Asia and the Pacific. Japan promoted the Greater East Asia Co-Prosperity Sphere and recruited volunteers from occupied regions and Allied prisoners of war. Collaborators had varied motives, including seeking independence, political ambition, fear of defeat, or support for fascist or pan-Asianist ideas.
