Carl Andrew Spaatz, nicknamed “Tooey”, was an American World War II general. As commander of Strategic Air Forces in Europe in 1944, he pressed successfully for enemy oil production facilities to be prioritized for bombing. After VE Day, he was transferred to the Pacific to command the U.S. Strategic Air Forces there. In 1947, he became Chief of Staff of the newly formed United States Air Force.
