Arthur St. Clair was a Scottish-born American military officer and politician. He served in the British Army during the French and Indian War, then became a Continental Army major general during the American Revolutionary War. After serving as President of the Continental Congress, he became governor of the Northwest Territory in 1788. He commanded the American army in St. Clair's defeat in 1791 and was replaced as governor in 1802.
